Weird, Waxy Stuff On Rear Quarter

I've got some weird, hard waxy stuff on the paintwork of my Merc's d/srear quarter. I've tried getting it off with general scrubbing, Tar remover and white spirit. However the stuff is still on there and won't budge! It's not too noticable but I'd like to get it off!

 

Any ideas before I start getting the wet n dry out?
