Overrun Cut-off?

Does the 1989 1.6 GTI have overrun cut-off? Mine starts and idles at about 2k. Occasionally it'll totally die until the revs drop to 1k, then it'll pick up again, a bit chuggy, then get back up to 2k.

Even though the SAD is working (ran car up to temp, took it all to bits, the disc was almost totally closed. Put 12V across it for a bit and it completely closed up) if I strangle the air pipe to the SAD the revs drop a bit.

The revs never drop on their own, and if you so much as touch the throttle, it'll do the die-then-pick-up thing again.

Sometimes it'll die and just will not restart for ages, despite having fuel and spark.

 

Any suggestions?

Check everywhere for air leaks. If the SAD is closing properly, and clamping off the pipe makes the revs drop, then there is an air leak somewhere.
