Rear Beam Assembly, Outer Seal How Far Does It Go In?

Right, I'm in the dining room hiding from the rain and I'm reassembling my rear beam at last!

 

I've just knocked on the new outer bit (gold coloured in pic) that the new outer seal will sit in. I've knocked it all the way the on to beam until its flush with raised section. The new seal hasn't got enough room to seat all the way in as you can see. Have I knocked the outer bit on too far? or is the seal supposed to protrude like this? Im thinking it should be almost flush
