What is the best way to dignose what the problem is with a non moving rear wiper?

check for power before and after the relays and try sticking 12v feed direct across the motor.

mine hadn't been used for a good while, and it was siezed (sp?) but i could hear it trying when i switched it on.

 

not the most sympathetic thing, but i got someone else to switch it on, then manually actuated it. (basically, i forced it round by hand!) then sprayed wd on the shaft that the arm attaches to, and it gradually started working. now its fine.
