Should inside the rear 1/4 panel have drain holes to sill?

Got a leak where inside the rear 1/4 panel behind the trim card are filling up with water along the little channel.  Probably from my read window seals. 
 

question is - should this area have any drain holes or not (ie to drain into the sill underneath)? 
 

had new sills etc previously so wasn’t sure if I’m missing them as water is collecting there. 
 

am sorting new seams to sort the root cause by the way!!

Id need to check but I think there is an oval  slot just behind the outer skin that goes into the sill

New pattern sills I’ve used have this detail replicated fairly accurately.

i had my sills done about 10 years ago, this is a pic inside the car behind the rear trim below the quarter windows

 

i can’t see any visible drain holes here, am I correct that there should be a visible one along the channel? 
 

obviously the issue is to stop water getting there in the first place but I’m trying to establish if there should be a drain hole there just in case

I had a look and there is a slot into the sill ,its roughly between the 2 seat belt mounting bolts on top of the sill, it should be very obvious if its thete or not .see below

odd that the hole is on the side upright rather than just a hole in the channel itself isnt it?

Its actually on the lowest point my pic makes it look different I will get you a better one .If its not there anymore stick a 10mm drill though it and job done .you can see where the 1/4 panel flange is has a cutout to let water get to the drain.

Perfect thanks Leslie - I'm not sure mine has the flange as bodyshop did a fair bit of refrabication when I had the full sills done a while ago, but drilling a small hole might be my best option for now!

Good photos from Leslie there.  I was going to try and explain how the 1/4 attaches but those photos show it perfectly. Have a better look inside your 1/4 panels as I think I can make out the drain in your photo.
