Stater motor

Hi all my starter motor just  spins and does not engage the flywheel to turn over the motor. I have striped  it cleaned it put new brushes done all that is needed to it but still no joy. I also cant not locate the starter relay. Please help

Sounds like the solenoid is not engaging properly.  Are you sure you have it wired up correctly as usually the starter engages when the solenoid connects to complete the starter circuit.
