Correct Heat Shields?

Before I spend any time cleaning and buffing these up, are they the correct ones for a 1.9? If I do get them nice and clean, could I apply a layer of high temp lacquer to stop them tarnishing again?  The one on the right has a rusty clip attached, anyone know what this is for? 

The manifold heat shield is on the car.
