Can't get 205 gti 1.9 started

New to this site.  I am recommissioning my dad's 89 1.9 gti.  After two years sat in garage, due to illness, I cannot get it started.  A friend of his has potched with it changing tachometric relay and ECU.  We are based in the Welsh valleys, does anyone know any good contacts that may be able to help us start it
