Cam belt area whine / bearing noise

Hey All, long time lurker and first-time poster, so if I get the format wrong I am sorry.

 

I have recently done a full rebuild on a 1990 205gti 8v XU9 replacing the engine for a lower km one. I replaced the cambelt and tensioner (spring loaded version), I did not, however, replace the water pump. I got everything put back together and up and running with no issues stationary idling. I have taken it for a test drive twice, both being short 5-10 minute bursts. And both times once the engine is up to temperature (fan is going on low setting) there is almost a bearing type whine from the cambelt area.

 

I have taken the top cover off and noticed that the belt was hard pushed against the cover (as per photo) I just wanted to clarify on here if this is a tension issue related to the spring loader? Seems to have around 50ish+ degrees of twist in the cam belt. Could it be the water pump causing issues? 

 

Before I take everything off on that side and play around I thought I would get some advice

Could be touching the plastic belt covers

Water pump bearing collapsed maybe due to the tension of the new belt. Looking at that photo the belt has a lot of run out you can see that from the wear on the pulley, Id be pulling the belt off and checking it.
