Purpose Of The Headlight Rubbers?

I didn't know in which forum to put it so i will ask here:

 

anyone knows what is the purpose of the headlight rubbers (the one that connect to the front bumper under the headlights)?

I would presume they are there to reduce water spray in bad weather from entering the engine bay and collecting in the inner wings behind the lights. Back when you could buy the full K&N induction kit the instructions advised removing the strip on that side to help let extra airflow through to the filter.
