Turning On Rear Wiper!

Bit of a ridiculous question but I cant see how to operate the rear wiper on my phase 1! I can operate the rear wash on the end of the wiper stalk but how do you make it sweep?

Also, I got a lower steering column shroud for the car this week as mine was missing. What is the switch on the left hand side for? I presume the wheel on the right hand side is to adjust dash lights?

Wheel should be on the left. Nothing on the right. Is it some old alarm?
