Looks like a relay holder. Read out the numbers on the wires. Personally I wouldn't cut out anything.

Given their location near the header tank, they're likely the dim-dip and airhorn relay holders (I assume it's a 1.9 shell?) - nothing to do with the engine loom. As Andrei said, double check the wire numbers to be sure.

I can't remember if they're used on this configuration? When I took the car apart, I really don't recall the relays being in place, just the plugs hanging, but it was partially stripped!!

Well, at least one of them doesn't look like it would have worked anyway as it looks like one or more of the wires has been cut.

 

If I'm right and they're the two relays that normally sit next to the header tank, then the dim-dip one you can do without (it's function is to put the headlights on dimly with the sidelights and ignition on) but the horn one you'll need as the horn won't work without it unless you modify the wiring to be like the non-1.9 models (ie those without an airhorn).

On the plug with two wires left, I have 24A on one and I can't see anything on the other. I'm guessing it's for the horn relay. There's a bit of green wire and a bit of brown wire left. I do intend to put the air horns back on!
