Quadrant Lever Question

Hi all. Replacing my bushes and got the L lever off and bushes out. There is a a spacer through the lever which the bushes are pressed into. Now I'm hissing that's not supposed to rotate? Mine rotates about 10deg. Is the best thing to put a little weld on it or press it back together in a vice?

My understanding is that the bronze bushes are pressed in and shouldn't move. The sleeve is not pressed in and acts as the point of movement when the bolt clamps the whole lot down.

I welded mine to stop it moving

Ahh good I welded mine as well. Was sure it wasn't supposed to move. Gears feel a lot better.
