Sliding Caliper Not Sliding!

As above, drivers side front 1.6 Bendix.

 

With the pads removed & the mounting bolts loose I can slide the caliper back and forth. With the bolts nipped up it won't move at all!

 

Thinking my options are to either mill the faces flush, or replace the upright?

Has the hub had a wheel bearing replaced recently? It's easy to bend the mounting lugs for the calipers if you're careless, which could well be what's happened here.

Anthony, not sure on history of the car, not done any work on it myself which would have bent the lugs. Could well have been like it for a while.

 

Any suggestions on a fix?
