What it means largely depends on who's doing the work and what their objectives are! The basic principle is to improve the finish, size and shape of the ports and chamber, to improve gas flow into and out of the cylinders, to gain performance. How that is achieved is open to interpretation however. Generally speaking, gas flow improvements are the main objective, but smarter operators realise that gas speed in the ports, mixture quality and cylinder burn quality are as important and need to be considered.

Testing gas flow on a "Flow Bench" is often how head work is quantified, but that tells you little about how well it will improve the performance of the engine overall; so don't be seduced by claims relating to that. The best references are proven engine performance and reputation; by which I mean genuine wide scale, not occasional forum name checks.

Peugeot engine heads are generally well optimised in standard form, for the standard engine and have relatively large ports. This means that change to performance from head work are often nominal or even negative. Also bear in mind that really, head work should be tailored to the spec of the engine for the best results and many operators, especially those confined by established CNC profiles; will only offer one size fits all and the claims will likely not be relevant to your engine.
