Pain In The Ass Motor

the engine is all back together and started to crank over this morning without plugs to prime everything, then went to put plugs back and

 

start it and it can't crank the engine over, but yet by using a ratchet on the crank pulley i can turn the engine.

 

another strange thing also started to happen is when your in the key position one before the starter engages, the fuel pump just keeps pumping and when i tried to start it i get nothing

 

i have installed a slimline starter and also has a new battery and i'm at my wits ends with this

 

where else should i start to look?
