As WP says, Executive was a 405 thing and the later models too.

Just a thought, but maybe it was something offered by 1 specific dealer, where they optioned up a standard GTI and marketed it as an Executive to fall in line with the 405 variant. I know that back then there were dealers doing modified versions that they marketed with other names, so it seems plausible to me.
