Clogged Breather

I was cleaning my clogged breathers the other day and was wondering what the small pipe from the oil filler cap to throttle body actually does. Cos when i pulled it off and cleaned out the metal pipe on the throttle body it appears to be a blind hole but im thinking it must be a one way valve or something. Btw its running much better now.

There's a pinhole down at the bottom, although it gets blocked very easily. It lets a tiny amount of oil vapour onto the throttle, presumably to keep the spindle lubricated.

Cud it be a vacumn. Doubt it cos other end goes to crankcase
