Engine Trouble (Strange Problem)

I'm having a right game trying to sort my 205 gti6 out and I have come to a bit of a dead end. I dont know what to do so need some help.

 

The problem is I cant get the idle control valve to work and there is no power to the plug at all. Ive checked the continuity inbetween the icv and the ecu pins and its fine. My friend came round with his lap top with pp200 on and plugged it in and the obd socket is not working either! ! (So annoying). I checked the wiring and it is definitly wired in correctly and has no breaks in the wiring but the ecu wont communicate.

 

I have put the multi metre on the wires and the k and the l line are reading 5 volts but auto data says it should read 12v. My mate and I did the loom ourselves so the question is, does anyone know of a wire I could have missed that could have caused problems like this? I.e some sort of live or something as im out of ideas and i am unable to plug it in. So far i have changed the icv, tps sensor, and ecu and fuel pump relay, all with no effect. I need to get it sorted as i am running out of time because i am going to the Ring in a month.

I had the same issue and making the wire live to the relay did the job - Message Glenwah, he is very helpful..

Yes mate you hoy it in one wire number bb1 pin two needed 12v . Thanks mate
