Sunroof Exterior Rails Cut?

My car is currently having a respray and I decided to get rid of the damaged wind deflector.

 

Once removed, the sunroof rails at the front were it bends from sides to front are cut. Is this normal?

 

It looks like the cut parts have been welded to the roof. I'm relatively confident the sunroof is original.

 

Any ideas? I really don't want to put the deflector back on as it spoils the look of the car
