Why on a french car are they in inches size???

They are not, they are all metric sizes. Where have you found imperial (inches) sizes?

Note that M7 is used on some parts; it's metric, but not available at all shops.

Are the seat belt bolts not an imperial thread but 17mm head?... But otherwise certainly all metric, with many 16 and 18mm heads on the nuts and bolts, as well as 17mm!

And the oil pan bolts? And in some other bolts 10 is too small and 11 is ok but with a lot of play,

maybe you have a worn socket? those are M7 indeed.

M7 and 1/2 UNC are used if I remember correctly, as pointed out the seatbelt bolts are imperial unc but with a metric head.

An 11mm socket should fit them perfectly & a 6mm allen key for where these are fitted.

 

Most M7 hex bolts have an 11mm head.
