Headlight Issue Main Beam Dull On 1 Light

hi currently having a small issue with my headlights dipped are working fine main beam works fine in near side light if owt seems brighter than normal.then the off side main beam is very dull also the full beam is dull

checked for faulty earths all seems fine

Checked the power reading with a multimeter?
