Sill Replacement

The car failed the MOT on the offside sill, its only going to be a hillclimb car so not that worried about the appearance but im no bodywork guy!

ive cut the part of the old sill away just need to clean it up and weld in the replacement

As you can see the problem is the rot on the lower edge on the quarter panel where it meets the sill, do i have to replace this or can i patch it up somehow? also will a arc welder be ok or do i have to use a mig?
