Sunroof Stud Holes

This is the condition of the roof of the rally car I've bought.

 

 

 

 

They made a decent job of riveting in the sunroof panel flush with the roof but they were a bit mean with the filler in places.

 

That can be easily sorted but my problem is the row of stud holes running down the roof. They sit proud of the roof & are rusting. I'm wondering if I can safely grind them flush then fill & paint over them.

 

Please don't suggest a roof skin - I know that would be the best solution but I think that job would be beyond me & I can't afford to pay somebody to fit it.
