Cold Start Blanking Plate On 45S

Ok what it is when driving on Rough going my twin weber 45s get bog down. they r fine when they are at full bore and all good on the flat.will this help? I see that 4x4 do this to help when run 45s on uneven ground.

Well put gasket and plates on a very small amount of non flooding but still there.i no of 2 other ways around this 1 is to put smaller needle jet in but dont go down this way and 2 is to put a mounting plate with a tube to the float chamber to remove excess fuel and pump back to the fuel tank but I can not find them for sale will I have to have them made up
