Door Shut Spot Weld

Hi all

 

What would cause the spot weld to fail that joins the rear quarter panel to sill (bottom corner of door shut) looks like panel's been flexing slightly causing paint to break and rust ! is this an easy fix ?

(I'm presuming it's spot welded.)

driving the car plus old age will cause it to fail.
