Weird 1.9 Gti Alloy Question

Hey folks- i went to the effort of getting a spare set of wheels refurbed. the car felt awful.

 

i had 4 brand new toyo proxies fitted.

 

on closer inspection it looks like 1 of the 4 wheels is different of the inside, like it was missing a spiggot ring- but it looks like its part of the wheel ? -like the lip that sits on the hub is different ?

 

all 4 wheels were SMR and had the same numbers etc ?

 

Any ideas ?!

just felt rather ghostly, and pulled to the side when breaking hard.
