You only need to change the engine size on the v5 say to a 2l from a 1.6l

Normally you just put the new engine number and displacement in the blue "Changes to vehicle" section of the V5 and send it off to the DVLA.

Sometimes they'll ask you to send proof of the new engine number, but a garage should be able to look at it and write a note saying it's correct.

just the engine number in that case, and tell the insurance company that it has 8 extra valves.

Officially yes as the engine number is different, which is technically an MOT fail. Although the number is down on the back of the block where nobody will ever see it.

Ok so all I need to do to register the 2l is put the new engine number, cylinder capacity and date of change in the changes to current vehicle section of the V5 and thats it? will this change the cost of tax?

no, as its over the 1540cc cutoff for the lower rate already.

Tax will stay the same as a 2.0 is in the same category as a 1.6 and 1.9 already.
