307 Sw Emu "needs Replacing"

A friend of mine has a 307 sw 2.0 petrol, 52 plate. It chugs a lot when cold and is generally having some kind of engine issues, when warm sometimes its fine, sometimes not. The anti pollution and Cat lights come an and go off at will, sometimes together, sometimes independantly of each other. This happens when she's just pottering about, cruising along or at traffic lights and doesn't happen after anything obvious like going over a bump, round a left/right bend, braking etc.

 

Her local mechanic tells her he's read various fault codes and one that says 'EMU faulty'. So has prescribed a new EMU and a reprogram at Peugeot thats going to cost in total £750! There's no reason to think he's not a good guy but on hearing this i just couldn't beleive the cost. Is it really that much to swap out the EMU? There's got to be thousands of secondhand ones avaliable from scrappys etc. I don't know much about 307's, so has anyone experienced dodgy EMU's, are they a known common problem with these? and whats really involved with changing one.

I suspect given that various things show up in the diagnostics and somethimes its fine, could mean its a wiring harness issue. Are there common places to look (like the brown block on 205's)?
