Blank it off is only option if you are sticking to that rad ;)

Will make it alot harder to bleed coolant system though, could end up with rad air locked,as that small hose bleeds off the air B)

where would the pipe go to then from the expansion bottle though otherwise id only have 1 pipe from the bottle to the back of the engine. if it works in the 406 im sure i could get it to work in mine :s

i think the rad sits so there is a pipe at the bottom and pipe at the top maybe to stop said thing happening?

The purpose of that pipe as far as I'm aware is to basically act as a coolant bleed screw - my 306 didn't have the tube, it had a screw at the top of the rad to bleed all the air out instead. Made filling the car with coolant a lot more hassle than in a 205, because in the 205 the screw is basically permanently open, meaning that air naturally makes its way to the coolant reservoir as the system works all the air out by itself.

If you're using the 406 rad than you need to block off the pipe at the reservoir, and ensure that there's a bleed screw on the rad - I'd guess there would be, given that the 306 and 406 engine options aren't that different. Will make bleeding the system more of a ball ache though.
