Dippe Headlights/ Blown Fuse

Just took my 205 euro rallye to get the tracking/camber set up and after sorting all that out as I set off for home, turned the headlight stalk from sidelights to dipped and a fuse blew. Checked all the bulbs, all ok, no wiring appearing to be shorting anywhere. Changed fuse, turned dipped on, flash, fuse blew again.

 

Any ideas for a cure?

Does the fuse blow with the bulb out?
