Brown Multiplug Help

hi guy caould this be wh my starter motor either wont turn over or when switched spade on starter it runs non stop on 2nd key position?

i have 9 to 9 on the big brown multiplug and 4 to 5 on the other small multiplug? does anyone know if its from a different phase? my cars a k reg 1993 phase 2
