Anyone Know What These Seals Are?

Bought a full Peugeot headset, these came in a bag with the stem seals.

Anyone know what they are for?

 

The small ones I've figured out are for the oil spray bars but the big ones?

Thermostat, one either side of it? Certainly look about right.
