Fuel Filler Pipe

At the moment i'm replacing my filler pipe because the plastic lip was broken where the petrol cap fixes, but i've a question about this bit:

What is it for? I've two pipes going above the fuel tank through a hole in the sill pictured:

Can I remove this and refit the filler pipe?

 

I have searched and looked at the haynes but cant find anything.

So its for venting the tank I know that now, the black pipe is going to the tank which is No. 7 in the pic on the other topic but the white or clear pipe is hanging over the front of the tank and not connected to anything, is this ok or should it be connected to a 'vapour absorber' which I cannot see in the front wing?

I'm about to refit the fuel filler pipe and was woundering if anyone can advise me on weather or not it's ok to have the tank vent pipe venting into the atmosphere (where it is now) and not a filter?

 

There's not much covering this in other topics and I wouldn't mind getting this sorted.

 

Any advice is appreciated

It depends on the age of the car, on older cars they had a one way valve venting into the air IIRC. On mine, being K reg with cat the tubing carries on to the front drivers side wing where there's a charcoal canister and then a valve connected to the throttle body, just so fumes can't escape and get burned along with the injected fuel. I guess the question is does your car have a CAT.
