Fuse Box Near Battery

ok near/under my battery is a black fuse box and inside it are 2 25amp fuses one of them had blown so i bought 2 new bladed 25amp fuses put them in but straight away i connect neg battery up the same 25amp fuse is just popping again, what are these fuses and what is the 25amp one for that keeps blowing and should they both be 25amp?

It distributes the live for the Fan/AC/ABS etc... So you have a fault on one of these. I *think* they should have 25's in them although mine has 30's. I need to check and put the right ones in. The owners manual tells you
