When I rebuilt an 8v head after lapping the valve seats the clearances were all a little too tight, so I very carefully ground them down on a very fine oilstone with some light oil on it until I got the sizes I wanted. It's also recommended to set the tolerances slightly tighter than factory figures, though off the top of my head I can't remember the numbers. No doubt someone will come long and clarify that.

If you have friendly Peugeot or Citroen garage nearby , write down shim dimension which you need (roughly at least) to re-set the clearances , pop down and ask them kindly if they're willing to swap i.e. you leave them yours and they give you another set of shims ... if they're grumpy , like on monday morning , few quid for a beer helps

From my perspective the shims are too hard for hand grinding , cos they have some kind of hardening coating on top (like followers)

Not your original question but this may help.

"The Peugeot specified exhaust valve clearance of 0.35 - 0.45mm is too large in my opinion and can lead to a noisy valve train. Similarly the recommendation of 0.25mm from some of the performance cam manufacturers is too small and an engine that gets very hot could see the valves being held off the seats and burning out. I use 0.30 - 0.35mm on exhaust valves and 0.20 - 0.25mm on inlets. That applies to any cam, performance ones as well as standard ones."

Copied from the Puma Race engines site.

I used these tollerances when building mine and all is well.
