i cant for the life of me figure it out ne ideas. 1 pipe goes ito the bulk to the heater matrix i think.

is it part of the S.A.D. if so u might find its something to do with the thermostat choke, its an old desgin, but it has been known, mu manager thats in his 60's was talking about these set up the other day, i might be wrong, but ya never know

It's part of the coolant system, bolts to the engine underneath the dizzy and has the sensor with the blue connector (ECU temp sensor). The thing strapped to the bottom of it with the black connector in it is the SAD (Supplementary Air Device) valve and is indeed a type of choke.

That's the coolant temp sensor housing on the majority of 205 GTI, the later ones did away with that & had the CTS in the back of the thermostat housing SAD botled to the side.

 

One short pipe at the front goes to the side of the thermostat housing & the pipe out the back goes to the bulkhead for the heater matrix.

 

The SAD is bolted to the bottom of it as you can see.
