Looks like the old Pulsair system from the 1.6 GTI.

 

A already stated, this was an emission device in the pre-cat aera.

Looks like a TU engine so those will be on the exhaust manifold.

Yea, air is pumped into the exhuast manifold to "dilute" the emissions, kinda the opposite to EGR! Rover V8's had this back in the 80's.

Not all TU's had this, only some specific markets with strict emissions rules.

The only thing I've seen that wa very similar was an old Mk4 Escort 13 x-flow in the scrappers.
