They're both too high to be honest, assuming its a standardish engine. Should be around 1-1.5% CO and 200-400 HC really.

If you've would the mixture screw out (anti-clockwise) on the AFM out with no success, then chances are that either the AFM or ECU temp sensor is shot. Probably best laying your hands on a known good AFM, and replacing the ECU temp sensor with a new one as they're only a tenner.

However, seeing that you've got a 1.9 engine in what I assume was originally a 1.6 CTi - have you used the matching 1.9 ECU and AFM along with the engine? If you start mixing 1.6 and 1.9 fueling/management parts (ie injectors, AFM, ECU) then the fuelling it typically a fair way out, and certainly using 1.6 AFM/ECU and 1.9 injectors would make it run rich like yours is doing...

Thanks ,I will check that out,one thing the MOT tester checked it as a 1.6 ,he said it made no difference that it was a 1.9

The limits for the MOT are the same for both a 1.6 and 1.9 - 3.5% CO and 1200ppm HC.

However, if you mix and match 1.6 and 1.9 parts, the fuelling is wrong and that will have an impact on emissions.

I'd suggest an oil change, if the cars has been running too rich then there will petrol in the oil. That should bring the HC's down.
