Mi16 Idle Speed

I have a problem with the idle speed on my Mi16.

 

On start up the isv lifts the revs to 2000 rpm (ish) for a few secconds then brings the idle back

down to 800 rpm...

 

My understanding was that the idle stabilisation valve should work all the time to maintain a steady idle...?

 

If you disconnect the tube from the valve to the intake manifold the revs rise towards 2000 rpm as you would expect.

 

Could it be that the ecu isnt getting an idle state signal? The tps switch is definately contacting when at idle.
