Front Strut Top Spacer

One of my front struts has what is left of a rubber washer under the top spacer, whereas the other doesn't.

 

I assume that there should have been one there originally, although I can't see it on the parts drawing, is it needed?

Some have some haven't but the majority of mine haven't had one its worn off from the top cup contacting the strut mounting plate.

 

Not important imo.
