What's This Pipe Loop?

Need to replace the petrol pipe underneath and just noticed this "loop" but not being able to get under the car and do much at the moment, couldn't see where it comes/goes! :ph34r:

Is it to do with the power steering?

thats for power stering not petrol one

I had a 309 gti on an E plate and im sure it didnt have one of these loops, was it thought of at a later date?
