I guess how you define "cheapest"

 

Places like GSF and ebay will be least expensive (but might not be of the best quality and durability), but say parts direct from Peugeot will probably cost more, but generally will be of better quality and durability)

your looking for two different things, cheap and quality, you tend to get what you pay for, personaly id go to you local machine shop and see who they recomend and get them to order the parts up you need, you can also get them to rework the crank and liners if needed,

 

Otherwise id say go to pug and get the better parts.

I would say the service is as important as those two things. You need to be sure you are being sold the right parts so somewhere that knows what they are selling you is vital IMO. For that reason I would use QEP. Peugeot dealer parts are obviously good quality but they are expensive and unless you have an unusually good dealer you will probably need to look up all the part numbers yourself on servicebox.
