How Hot Should Ignition Amp Heatsink Plate Get?

I've been tidying up some of my Mi16 instal over the last week - including moving the ignition amp from its original location at the back of the engine bay to the side of the battery tray. I noticed that the heatsink plate gets quite hot - not hot enough to burn you, but a lot hotter than I would have expected.

 

Don't think it's heat being conducted from elsewhere - so is this normal?

I would have thought it's normal, if it didnt get hot, it wouldnt have a heatsink! They do tend to get warm when running, but warm\hot etc can be subjective!
